This

To install, just secure the 20 inch ground sleeve (provided) with
cement as instructed, level, and cover with grass, gravel or bark.
The pole slips easily into the sleeve, which is rugged PVC, good for
all climates. This exclusive collar helps prevent theft, however the
customer can remove the pole to take it to a new location. A special
sleeve cover is provided to keep dirt out of the sleeve when the flagpole
is not installed in it.

The flagpoles patented design eliminates the twisting required to
extend most telescoping flagpoles. You simply extend each section
of the pole one at a time, and they snap automatically into place
-- you don't have to search to engage the locking mechanism. To lower
the pole just press the stainless steel buttons on each section. Our
exclusive locking safety collars help prevent children or casual contact
from accidentally lowering the pole.
